Official Statement by the Company on the Refinement of Its Operating Model and the Transition to a New Stage in the Development of the Bitbon System in the Republic of Kazakhstan

Integration ICN KZ is informing its partners, Users of the Bitbon System, and all other interested parties about an important stage in the development of the Bitbon System’s regional infrastructure and about decisions that will define the future operating model of the Bitbon System’s Regional Operator in the Republic of Kazakhstan.

In our official news release dated July 8, 2026, we announced that additional information containing the necessary clarifications regarding the implementation of the business plan for deploying the Bitbon System’s Regional Operator in Kazakhstan would be published shortly. This statement fulfills that commitment.

The practical experience gained by Integration ICN KZ, as the first entity in the Republic of Kazakhstan to obtain a Permit for the issuance and circulation of asset-backed digital assets, has proven both unique and genuinely valuable. It has also revealed an important pattern: infrastructure designed for global scale and long-term sustainability should not depend on the pace at which narrow, sector-specific regulation and enforcement practice develop in any single jurisdiction. This is a matter of architecture, not of legal positioning.

Taking this experience into account, “Simcord”, as the developer of the Bitbon System, has refined the model for how the Bitbon software is used within the regional infrastructure. The key change is that the future operations of the Bitbon System’s Regional Operator in the Republic of Kazakhstan will no longer be built on a digital asset model. Instead, they will be based on universal, widely used legal constructs — namely, the granting of rights to use the software and access to digital services.

This makes the model clearer for Users, businesses, and government authorities and, importantly, allows the Bitbon System’s infrastructure to develop without having to adapt its underlying model each time to the specific digital-asset legislation of a given country.

The Bitbon software remains part of the Bitbon System’s technological foundation. What is being refined is specifically the model for its use within the regional infrastructure and the procedure for providing the related capabilities and digital services. Active preparations for the commercial launch of the Bitbon System in Kazakhstan and for the further development of the regional infrastructure are continuing, although the mechanism for organizing and commercializing it is changing.

Detailed information on the use of the Bitbon software under the new model will be published by the First Operator of the Bitbon System on the System’s official information resources.

In 2026, amendments to Kazakhstan’s digital-asset legislation came into effect. The state revised its overall approach to regulating this sector: the previous legal framework for asset-backed digital assets no longer applies, and new regulatory regimes have replaced the permitting mechanisms that were previously in force. Following the entry into force of the new provisions of the Law “On Digital Assets in the Republic of Kazakhstan,” the status of Permit No. KZ31VWS00000002, issued to Integration ICN KZ on October 29, 2025, has been suspended.

The Company does not plan to seek any new permitting status in the digital-asset sector, since such status is no longer required under the Regional Operator’s refined operating model.

Accordingly, the previously announced organizational and technological measures directly related to the issuance and circulation of an asset-backed digital asset within the Republic of Kazakhstan are no longer relevant. This does not mean that development of the regional infrastructure is being halted — rather, the way it is organized is changing, reflecting the practical experience gained and a new, more universal model.

Integration ICN KZ continues to implement its Strategy for the Development of the Bitbon System’s Regional Infrastructure in the Republic of Kazakhstan — including work on deploying the regional infrastructure, engagement with the business community and entrepreneurs, and educational and outreach initiatives, such as the Digital Business Hub programs, aimed at building a professional community for the new digital economy.

The experience gained in Kazakhstan is significant not only for the Regional Operator’s activities but also for the further international development of the Bitbon System. It has made it possible, in practice, to define a model in which the System’s development relies less on changes in sector-specific regulation in individual countries and more on relationships — clear to both Users and businesses — built around the use of software and digital services.

We view this transition as the next stage in the development of the Bitbon System — toward a more resilient, transparent, and scalable model.
