Official Company Statement on the Restoration of Violated Rights and the Continued Development of the Bitbon System in the Republic of Kazakhstan

Integration ICN KZ hereby informs its partners, Bitbon System Users, and all interested parties of an important development in the establishment of legal practice for the platform-based economy in the Republic of Kazakhstan.

As previously reported, after Integration ICN KZ received the first Permit in the Republic of Kazakhstan for the issuance and circulation of asset-backed digital assets, No. KZ31VWS00000002 dated October 29, 2025, the Company faced an unprecedented situation caused by the actions of certain representatives of state executive authorities. Following an inspection conducted by the Committee for Digital Assets and Breakthrough Technologies of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Order No. 1 dated December 24, 2025, and Notice No. KZ74TWS00000007 dated January 5, 2026, were issued to terminate the Permit.

From the outset, the Company consistently stated that these actions were unlawful, as they did not correspond to the actual circumstances, violated the rights of a business entity, and created unjustified obstacles to the development of the innovative infrastructure of the Bitbon System in the Republic of Kazakhstan.

To protect its rights, Integration ICN KZ was compelled to seek judicial protection. During the court proceedings, and with the active involvement of SIMCORD LLC, the developer of the digital platform, the validity of the Company’s position was confirmed, and the unlawfulness of the Committee’s actions was established.

By decision of the Specialised Interdistrict Administrative Court of Astana dated March 12, 2026, the claim filed by Integration ICN KZ was upheld in full. The court declared unlawful and cancelled Committee Order No. 1 dated December 24, 2025, as well as Notice No. KZ74TWS00000007 dated January 5, 2026, concerning the termination of Permit No. KZ31VWS00000002 dated October 29, 2025.

Accordingly, the Company’s legal position was confirmed by the court of first instance: the activities of Integration ICN KZ had been blocked without proper justification, and the actions of the Committee were recognised as unlawful.

The Committee attempted to challenge this decision. However, on June 24, 2026, the Judicial Panel for Administrative Cases of the Astana City Court issued a ruling in case No. 7199-26-00-4a/823, upholding the decision of the court of first instance and dismissing the Committee’s appeal.

The ruling of the appellate court entered into legal force on the date of its pronouncement. This means that the legal status of Integration ICN KZ under the Permit has been restored, and the provocative attempt to unlawfully terminate the Company’s activities has received a proper judicial assessment.

It is also particularly significant that the court of first instance issued a special ruling addressed to the Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, aimed at preventing similar violations in the future. The Committee also attempted to challenge this special ruling. However, by ruling of the Judicial Panel for Administrative Cases of the Astana City Court dated June 24, 2026, in case No. 7199-26-00-4a/823, the special ruling was left unchanged, and the Committee’s private complaint was dismissed.

This serves as important confirmation that the violations committed were not disregarded by the court, and that the issue of the responsibility of officials, as well as the prevention of similar actions in the future, was addressed separately as part of the court’s judicial response.

The Company considers this outcome to be of fundamental importance not only for Integration ICN KZ and SIMCORD LLC, but also for the entire digital platform industry developing in the Republic of Kazakhstan. The development of a new digital economy must be based on the rule of law, a professional approach, legal certainty, and respect for bona fide market participants.

We believe it is important to emphasise that non-standard situations may arise as practice is being formed in new sectors of the economy. However, such situations should be resolved through professional dialogue and the improvement of law enforcement practice, not through unjustified administrative pressure on companies that act openly, consistently, and in full compliance with the legislation of the Republic of Kazakhstan.

In view of the circumstances established by the courts, on July 3, 2026, Integration ICN KZ also submitted an official complaint to the Administration of the President of the Republic of Kazakhstan, No. 1-07/26 dated July 3, 2026. In its complaint, the Company requests that the necessary review be conducted, that the actions of the officials responsible for the temporary de facto blocking of the activities of the first entity in the Republic of Kazakhstan to receive a Permit for the issuance and circulation of asset-backed digital assets be assessed, and that appropriate response measures be taken.

We emphasise that Integration ICN KZ and SIMCORD LLC continue to demonstrate their ability to protect their rights, the infrastructure of the Bitbon System, and the interests of its participants both within the national legal framework and within the broader international context of the development of digital platforms and the platform-based economy.

This legal victory confirms the resilience of the chosen strategy and the Company’s readiness to continue its work on developing the regional infrastructure of the Bitbon System in the Republic of Kazakhstan.

Integration ICN KZ continues to implement the Strategy for the Development of the Regional Infrastructure of the Bitbon System in the Republic of Kazakhstan. Within the next two months, additional information will be published, including the necessary clarifications related to the implementation of the business plan for deploying the Regional Operator of the Bitbon System in Kazakhstan.
